JOB DESCRIPTION
JOB TITLE: Hiring Specialist
JOB DESCRIPTION SUMMARY:
The Hiring Specialist will be responsible for recruiting new candidates
under minimal supervision in accordance with agency mission, goals, policies
and procedures. The qualified candidate
will perform professional level duties to recruit, screen and select candidates
for nonexempt and exempt positions throughout the agency. Works closely with Hiring Managers to
develop and implement efficient and effective recruitment/orientation programs
and strategies. Consults with
management to determine hiring criteria, develop profiles and formulate
appropriate recruitment plans. Establishes
and maintains contact with a variety of potential applicant resources. Communicates extensively with internal and
external contacts in a tactful, diplomatic and confidential manner. Makes
employment recommendations based on information gathered throughout the
interview process and assists management in the selection of qualified
candidates. Assists in gathering and preparing employment data for the purpose
of reporting, trending and analysis. Some travel may be required from time to
time. Seeking a candidate who can
demonstrate their ability to think creatively to develop successful recruitment
strategies. The successful candidate will be a quick, strategic thinker who can
interact with recruits, staff and the management team confidently.
QUALIFICATIONS:
At least one year experience in the field of HR
1+ years recruiting experience
Associates Degree required or proof of enrollment in a degreed
program
Strong ability to communicate
Excellent oral and written communication skills
Working knowledge of MS Office including, Word, Excel, Outlook,
and PowerPoint
Must have strong organizational abilities, planning and time
management skills.
Effective analytical, problem solving and decision making skills.
Technology recruitment preferred.
RESPONSIBILITIES:
1. Conduct
Background Record Checks on all candidates as outlined in the agency BRC
policy.
2. Manage
communication from and follow-up on expressed needs of hiring managers.
3. Assist with
posting positions internally and externally as required.
4. Coordinate and
implement recruitment events for the agency, including but not limited to: Job
Fairs, Open House, Internship Fairs,
Employment Exchange, etc. Follow up on
leads generated from advertisements, job fairs, internship fairs, direct mail,
etc.
5. Define profile
for candidates, prescreen as needed
6. Filter all leads
7. Pre-qualify new
prospects:
a. Review job
description and qualifications and ensure candidates meet the minimal
requirements
b. Conduct,
implement and process BRC’s in compliance with the agency BRC policy and EEC
regulations.
c. Use
industry-specific software and data to search and identify potential
candidates
d. Manage recruit
database and pipeline
e. Create an ongoing
list of Substitute candidates for the agency
8. Pre-qualify all
calls and applicants for employment
9. Schedule and
conduct first round interviews for hiring managers
10. Make calls to
targeted marketplace, vocational programs, and educational institutions to
create and foster a mutually beneficial relationships resulting in increased
numbers of internship opportunities and career opportunities for workers.
11. Manage communication
and follow-up with recruits and hiring managers
12. Quantify and
manage the vacancy list and job applicant flow within the HR department
13. Translate
recruiting needs when issues or trends arise.
14. Assist the HR
Department with administrative tasks on an as needed basis.
15. Other duties as

of qualified candidates for agency vacancies.
2. Increase calls to
get more 1st round interviews scheduled
3. Decrease the
amount of management one-on-one time required to hire a new recruit.
4. Reduce the cycle
time of interviewing and prescreening of 1st round candidates
5. Work to get each
recruit educated on organizational mission, values, culture, and environment so
that Hiring Managers can start the communication at a higher level.
